you're quoting the german manual.
what's wrong with the english one?
if you follow the guide, there's normally no need to create a config.ini, which is specific to a single farm and gets created the instant you define a farm.
so it seems, you haven't used your browser yet to create a farm for the bot to work on.
also: are you running on Linux or Windows?

since you can see the frontend in your browser and the content changes when you press a button, we can assume that the webserver is running fine.
the webserver (lighttpd) writes log files.
you can have a look at those either via a cygwin terminal under

/var/log/lighttpd
 

or from the Windows Explorer under

C:\cygwin\var\log\lighttpd
 

see if you can find out what's wrong by looking at the error.log file.

the + Farm button normally triggers a script. i have a hunch that it's not marked as being executable.
normally the setup procedure takes care about that.
